It Is So SAD!
Walk down Market Street on any given day of the week, you will see the victims of heroin on the street side, young men, young women, looking scraggly, looking 50 plus but they are only 35. Walk up Belonie the scene gets worse.
Point Larue, Anse Aux Pins, same story.
Cote D’or, Praslin all over, around Baie St. Anne at Paulies store, they are in and out of a nearby drug den. Grand Anse, behind Pension Fund Building the  granite marble building, under the Bodamier trees where Golan use to collect for a dose of bakka, you will see the same.
 You only have to look a little  beyond the obvious.
La Digue has a problem as well. But I will leave that to Digious to discuss for themselves.
When all is said and done, it is so sad, so very sad.

Who Are The Addicts?
Anyone can be an addict. They can come from any family. Today, not one single family in Seychelles is drug free. Every single family has a problem, or they do not know about it yet. Some may be hiding the problem. You cannot hide Heroin, it will find you.
Ironically, many are a product of the NYS school system. In many cases, their children are also victims of heroin. Some have never even gone to NYS, but they have been brought up without the love of a Father and Mother in a home. The reality is Seychelles population is under attack from heroin.
The addicts are fishermen, hotel staff, bus drivers, gardeners, lawyers, doctors, engineers, government workers, professionals, and non professionals.
We have a human crisis and a societal crisis on our hands. It translate itself in lack of an adequate work force, lack of pupils willing to learn, lack of respect for others. A proliferation of corruption, graft, and a attitude that it is acceptable.
All in all, fruits of the 50 years of SPPF and PL, eating the country gradually, but surely, like a cancer. The leadership is not on heroin, but the support base is. Who traffics heroin? The leadership cannot say.

The Numbers Will Scare The S**t Out of You!
 Four years ago, the number was announced by NDEA to me in a meeting: 3000 addicts of hard drugs. Since then, the battle has been a losing battle. Drugs cost between Scr. 1,000.00 to Scr. 2,000.00 per day for a fix.
Do the numbers and you will see we have a real problem.
 Today, this figure may be  5,000 addicts nationally. If Praslin has 1,000 addicts, 600 plus Baie St. Anne, 400 plus Grand Anse, La Digue has not disclosed its addition numbers, Mahe can easily rest on 4,000 conservatively.
The numbers are astounding and shocking in the same breathe.

Do The Numbers Like Addicts Do Folks
Addicts memorize the magic number they need to get a fix. They have it in their head, repeat it everyday, all day long, until they get it. In Seychelles the magic number for a fix, is Scr. 1,500.00 per day.
If you have 5,000 addicts at 1,500.00 per day, we are talking about a serious shadow economy in the Nation, that exceeds the government’s national budget per year easily. Folks drugs in Seychelles is a SCR. 2.8 Billion plus business and growing every year. The National Budget is SCR. 2.4 Billion.

The Drops In The Bucket
EU signed over $300,000.00 to fight drugs. A drop in the bucket.
NDEA makes a seizure of cannabis worth SCR. 20 Million, another drop in the bucket. NDEA is chasing little cannabis smokers in a country where virtually everyone out of NYS smoked weed and we are now being rolled over as a country with Heroin.
The Irish try to be polite, but you must read beyond that, they are just protecting their soft easy jobs. They are not even close to winning the war of drugs. They look more like a bunch of bozos that showed up for a basketball match in uniform, on a football pitch and they are looking for the hoop everywhere.
The Heroin business in Seychelles is a SCR 225,000,000.00 business per month, or SCR 2.7 Billion per year Irish. This drug trade has grown gradually, predominately, under James Michel Administration.
When the stakes reach these numbers that are higher than the governments National Budget, you do not spend your time and energy worrying about a young man with a little cannabis. Focus, Irish,  focus.

NDEA Is A Flop!
Vehicles, drive around the islands with their arms outside the jeep window, make an occasional show of strength with a beach landing at Cote D’or, dressed in black, with AK -47’s, but before they arrive the hard drug traffickers are gone as usual. They go under cover, but everyone knows the officer is under cover, so he is not under cover. It is  a flop. The Irish ask all drug traffickers if they do not speak Irish, speak English, so they can understand what they tap on mobile phones.
Come on fellows, there must be some work for you back in Dublin. Times cannot be that tough for you red apple faced fellows.
Seychelles needs to dialogue to face down this drug problem. It is an internal problem of the Seychellois. We must solve the problem ourselves. The Irish will not do it.
PL you need to put that SCR 40 Million in CSR to work on this and not place it all in the JJ Spirit Building, while your people are dying over drugs and many Seychellois are now going to sleep at night without a bowl of rice in their stomach.

    People who are dependent of Hard Drug often live of the margin of society,and given that Human value is regarded as a basic value,they are unconditionally entitle to be given help.
    Pp government must recognize that Hard drug is the most harmful substance for drug addicts but also society.Instead of running behind GRASS SMOKER ,Pp shozld start doing what many countires have been doing with success in the last few years namely LEGALIZE GRASS.Pp could start by introducing a PILOT PROJECT to see how it works,understand it,etc.....while increasing control at ports of entry namely AIRPORT /PORTS for HARD DRUG which are not produce locally and must be imported.After lets say one to two years PILTO PROJECT--the government,NGOS,health experts,communities could decide should the project be extended to other districts or make GRASS Consumption legal.

    Governemnt policy should focus more on Harm reduction principles.at least for heroin,cocain use.For instance by providing alternatives such as METHADONE.Provide PSYCHOLOGICAL assistance,.Instead of allowing addicts to roam around town after REHABS,just to restart the use of hard drug,with high risks of contamination,infections such as HIV,HEPATHIS B etc.... maybe the government should think of putting in place DRUG CONSUMPTION ROOMS ,in some districts where the fleoh is high---this would allow government to have better control on users,follow them more closely,provide them with psychological help and therapy needs,etc......Of course recovering from addiction could be a difficult and taxing process.Certain people are more susceptible to addiction,as factors such as genetic or environmental issue can make substance abuse much more likely.

    Scietific documents,researches have proven and shown that treatment help patient addicted to drugs stop using ,avoid relapse,and successfully recover their lives.Key principles have emerged that should form the basis of any effective treatment programmes:
    _Addiction is a complex,but treatable deases.
    -No single treatment is appropriate to anyone.
    -Treatment need to be readily available.
    -Effective treatment attends to multiple need of the individual,,not just his or her drug abuse.
    -Remaining in treat for a period of time is crucial.
    -Counselling -individual-and or group ^s treatment and service and other behavioral therapies are the most use form of drugabuse treatment.
    -An individual^s treatment and services plan must be access continually and modified as necessary,to ensure that it meets his or her changing needs.
    -Many drug- addicted have also other health problems such as mental disorder.
    -Medically assisted detoxication is only the first stage of addiction treatment,and by itself does little to change long-term drug abuse.
    -treatment does not need to be voluntary to be effective.
    -Drug use during treatment must be monitored continuously ,as lapse during treatment do occur.

    Effective treatment approach:-Medication and behavioral therapy(help patient engage in the therapeutic etc.. process)--when combine seems effective and are important elements for overall therapeutic process that OFTEN STARTS WITH DETOXICATION.
    -
    Preventing relapse is important for maintaining the therapeutic effects.
    --
    Addressing all aspects of individual's life----Psychology.
    -Family base recovery support system could be crucial to an addicted success in achieving and maintain a drug free lifestyle.
    TREATMENT WITHIN A CRIMINAL JUSTICE SYSTEM----can successfully help and succeed in preventing an offender 's return to criminal behavior,especailly when treatment continues as the person transit back to community etc..etc..
    Pp must understand that Drug addiction is a disease ,a chronic disease that can be treated effectively,similar to other chronic diseases.

  4. Pp should take or learn from the lessons of countires such as USA,European countires,Colombia etc..which have for decades been facing and fighting Drug.After decades of unsuccssful fight ,all those countries have ro about to LEGALIZE GRASS.

    Morevero,While countires Like USA,Colombia with boarders all around them, may have a justification for not being able to control thr inflow of drug into their Land---Seychelles in the middle of the OCean,with no physical boarders with other countries and having only TWO POSSIBEL PORTS of entry namely HABOUR AND AIRPORT should if implement real actions should be able to do better than any of those country in fighting drug effectively-That means Pp should have new technology ar entry ports to control Containers etc... effectively.Using new Technology,literally Seychelles government should be able to control,check any single Bag,cargo piece atPort of entry.If The French and Brit can nad are able to control^all Cars or transports before going through thn TUNNEL then there is no reason why it would be not possible ofr Seychelles government.all is needed is will,right procidures,fighting the right enemy (Hard Durg not GRASS)and having a well-organized body to do so.

    How does French and Uk control very single containers,Cargo,Trucks going through the TUNNEL?--BY USING SPECAIL,BIG scannerS.made FOR THE PURPOSE.

    It is clear PP has not done enough ,and shows no willingness to do so,either because the importers are members of PP,or incompetency of the government and Agency.But I think it is more unwillingness .just like in the fight against Illegal fishing by foreigners in our EEZ which continues while PP looks and do nothing-

    I cann also see no reasons why is it impossible in a small country of 85 thousands heads not to find those involve in import,distribution etc....It is all in the unwillingness of PP,who are themlseves gansters.But the importation, because it is organize by and porbably with ruling party knowledge cannot be deter and would not be deter as long as Pp is on power.The benefit generate is more than annual gross revenue of the country thus a good source for self-enrichment,etc...

The big stick (NDEA) doesnot work against drug .You need a comprehensive,we-suppoertedanti drug policy,folw-up of addicts after RWHAB,slow introduction into real professional life by -giving them possibility to leran something,,therapeutic treatmemnt,psychological follow-up.Family invovlememnt,friends,communities etc.. there must be a range of conbimed things that must be done to really be effective.

Ndea is a flop.Does NDEA needs to carry AK 47 war riffle to fight this guy almost liveless on the above picture?Does NDEA thinks when it landed in fatigue and Ak 47 on beaches and being watched by tourists give a good feel,a good image of our country to the tourists who are looking?Can NDEA tells us while showcasing dozens of times GRASS consumers arrest on SBC ,it has never been able to apprehend a single PP Hard Drug Escobars?Michel told us he knows them all- which we do believe the Butcher does know them all,for they are Pp embers,collaborators,trafickers,importers,pushers--they use Diplomatic bags,private jets,and in the bags of Pp foreigner collaborators.Fake Diplomates,etc... that is also apart from controlling thw two ports of entry ,concentration must also be put.

  8. Learn from countries that have zero tolerance on drugs. Singapore is a good example. Start dishing hard punishment, this problem will swiftly go away. It will free our prisons, it will free our courts, we will have a better society. Remember, we will also need good quality education to develop our youths. The current mediocre educational system is just not acceptable. A concerned citizen.

SIRING.injection needles are not produced in sey<chelles but imported not in hiding like the hard drug itself and possing a needle is not an offnce nor a crime.therefore it enter the country normal as normal import porducts at Air port .Why Aprtilepep has not deal with the imüort of needles?Donot tell me you donot see it entering in baggages at the IArport partilepep?Where are custom officers at the airport?Are they also all drug and in queer?The hundreds of cargo containers that enter Habour and Airport all could be control.it is niot a lot compare to Euroepan countires and other biggest countires which have millions of containers transiting,passing through the habours and Airports and with lots of fontiers and ways to illegally transit and transport drug.Stzill those countires are very uccesful when dealing with illicit durg.Why because they are serious,they have stragety,,well trainedindivivduals specialized in policing and dealing specifically with this problems with all its cons and pros.

  16. I agree with the above comment. No one is writing about this issue. Mr. Gill has placed a big challenge to the PL and all of our country. He has exposed what has been covered up all these years. This is a big problem and it is a serious problem that has been ignored too long and not enough resources has gone to solving the problem.

  24. Your Excellency President Michel, I am not sure if you read this blog. I am not sure if you are kept informed of the contents here. I am not sure if you are implicated in this crime to our small Nation. I am not sure if you know we are fighting a loosing battle against hard drugs.

    One thing I am sure of is 'You are the President' the bucks stops with you. You should take a firm lead on this challenging matter.

    Put politics aside, come together and unite with SFP to fight this major problem. I see SFP has got a lot of brilliant ideas and solution. If you cannot come up with better solutions, there is no harm in taking up SFPs ideas.

    I salute you for taking down Zom Lib, I salute you for attempting to address the employment and remuneration of expats via a vis our Seychellois workers.

    The Hard Durg problem we facing should simply not exist in our country.Laissez-faire,incompetency,and the fact that government and aprty members are involve,nothing have been done.
    A small island state in the middle of the Ocean,with no physical boarders with other countires that could provide traffikers with lots of possibilities to import their illegal goods should not have this problem at least at this level and should be able to deter this fleoh.

    Two ports fo netry Habour AndAirport.And when we put aside elderly persons,childrens,people working,we are left with a handful of individuals--the latter are probability the group involve in drug trafficking--donot tell us you cannot find them Michel ,you who told us without asking you,You know them All.,

    NO increase in birth rate,high mortality and now thousands of youth being made useless by Pp Escobars.We cannot continue and tolerate this any longer PP.NDEA could arrest GRASS importors anywhere including from Kenya etc.. but fail to apprehend a single Pp escobar here at home.

There is an ex -CASTRO Bodygaurd who escaped Cuba and now exil in the USA.He wrote a BOOK (support with other documents like photos unkown to both CUBANS and the world) of all CASTROS luxurious Villas,private dolphin Park,he had twenty houses around Cuba etc.. But the most increbible thing is that he said how CASTROS directed a DRUG CARTEl together with some CUBANS living in the USA.I could imagine that the same method is being used by Michel or his close ministers and collaborators which explain why NOt a SINGLE escobars who Michel told us publicly KNOWS THEM ALLYou remember the guy named DIDON--police officer arrested for Drug trafficking ,He was jailed but strangely he could come out every morning to work at the police station in as police officer.This gives you a good example of why Hard DURG importers nad dealers are never apprehended they are at the top of the system and work for the system under the direction of the Master at statehouse.Look Hourau case,caught transporting Hard Drug but the case was swept under the carpet because he is a high PP supporter and a high organizator of the trafficking.,
